  • Applicants must use the official Standard Employment Contract (SEC - Form ID 407).

  • Mandatory Philippine Government Process (Before Departure): This is a critical sequence involving the Department of Migrant Workers (DMW), the Migrant Workers Office in Hong Kong (MWO-HK), and OWWA.
    • Processing is typically done through a DMW-licensed Philippine Recruitment Agency. It is vital to verify your agency's license to avoid illegal recruitment.
    • The SEC must be verified by the Migrant Workers Office (MWO) in Hong Kong before the HK visa application is submitted.

General Employment Policy (GEP) Visa

For Filipinos with professional backgrounds, the General Employment Policy (GEP) Visa provides a route into Hong Kong’s skilled workforce. This visa is open to foreign professionals with expertise not readily available among the local population.

  • Key Requirements: To qualify, applicants must have a confirmed job offer for a genuine vacancy, possess relevant academic or professional qualifications (usually a degree, but experience can be considered), and the job must require skills not readily available locally. Enhanced Supplementary Labour Scheme (ESLS)

Formerly known as the Supplementary Labour Scheme (SLS), this is for semi-skilled and low-skilled jobs (technician level or below) in sectors facing proven labor shortages, such as construction and elderly care. Immigration Arrangements for Non-local Graduates (IANG)

A visa available to international students who have graduated from full-time, locally-accredited Hong Kong degree programmes or specified GBA campuses. Filipino graduates can remain in Hong Kong (initially typically for 24 months) to seek employment. Recent graduates (applying within 6 months of the date shown on their graduation certificate) may not need a job offer upon initial application, while non-recent graduates (applying after 6 months) require a suitable job offer.

Top Talent Pass Scheme (TTPS)

Launched recently to attract top global talent, this scheme targets high-income earners and graduates from the world's leading universities. A key feature is that applicants do not need a job offer in Hong Kong before applying. Successful applicants are typically granted an initial stay of 36 months (Category A) or 24 months (Category B & C). Crucially, extension of stay requires proof of having secured employment or established/joined a business in Hong Kong. To be eligible, candidates must meet the criteria for one of the following categories:

  • Category A: Have an annual income of HKD 2.5 million or more in the year preceding the application.
  • Category B: Hold a bachelor's degree from a university on the official aggregate list published by the HK government and have accumulated at least 3 years of relevant work experience over the past 5 years.
  • Category C: Hold a bachelor's degree from a university on the official aggregate list within the past 5 years but have less than 3 years of work experience (this category is subject to an annual quota - check current status).
